Bobbi,

The camelback I have has 2 straps that run from the bottom of one corner of 
the camelback diagonally across the chest to the opposite front corner of the 
camelback.  The 2 straps crisscross in front.  I found I have to adjust them 
fairly tightly to keep the camelback from jouncing around too much.  I also 
found I have to make sure the straps are of equal length --- if one is 
longer, the camelback will not sit straight vertically down your back & will 
skew to one side or the other, digging harder into one shoulder (the one with 
the shorter strap).
Maybe you can put some weights in the outer camelback pack (so you don't have 
to fill up the bladder & thereby "use" it so you can't return it) and then 
bunny hop around to see if the weight bounces around too much & cuts into 
your shoulders.
