I was at a ride somewhere, can't remember where, the management had 
laminated brightly colored paper signs that said "CAUTION: HORSE RACE IN 
PROGRESS" They were posted at intervals all along the roads used by riders. 
Of course, it's another expense, but they could be reused from year to year. 
Special ones could be made to announce the finish line.
I know there will be people who don't see or will ignore them, but it would 
certainly help the RM's legal standing I would think.
