I was at a ride a number of years ago where the management did actually shorten the ride.
The humidity was deceiving, and the day before they'd had an endurance ride with way too many
horses treated (and these were seasoned competitors, some of them, but as I said the humidity
was deceiving).  So for the CTR the next day they shortened the trail from 30 miles to 25 and
slowed the time way down.  Made for a rather boring ride, actually, but no horses had to be
treated!
Obviously that is not an option for all rides, but when the conditions are extreme some
measures have to be taken to insure safety.  What those measures are will depend on each
individual situation.
