While my experience is not horses but racing sled dogs and my husband is an
Ultra Matathon'er.. since we've been doing the horse thing and having
experienced our 1st 100 miler, I'd say that the 20 minute hold is just fine
no matter what the weather.
Any longer and your animal will start to stiffen up. If you were to change
anything due to weather it would be total ride time to try (if that's
possible) to slow the riders down.

Just my humble opinion.

This brings up another interesting point - during the Vermont 100 
mile endurance ride there was an ultra marathon of 100 miles.  
Only 49 of the 278 runners were able to finish in under 24 hours 
and only 50% finished.  The reason was the hot humid weather.  
Runners commented that they had never felt so "heavy" and that it 
took everything they had to finish.  However, the winner and the 
ones in front looked great!
