I only count either the 15th second or the 0 second, not both. That seems to give reliable results in most cases. The ones that are hard to hear sometimes have a deeper pitch to them, so you have to think "low" as in musical tones... If I get a questionable result (this was as a PR person, a few years back) I count for at least thirty seconds or a minute.
