AERC was contacted by the RM for a change in mileage.  The office gave it to 
me to handle.  I e-mailed all sanctioning directors for input and they 
basically dropped it back in my lap.  Randy in particular gave me the 
authority to make a decision.  He said there was a consensus of the 
Sanctioning committee back a few years ago at a mid-year meeting in KC that 
allowed for changes based on SDs' judgement.  Since everyone was so happy to 
let me make the decision, I agreed to allow the increase in mileage.  And 
please, the decision has been made ... I don't want to hear any complaints 
about not following rules.  The was my first reaction .. it couldn't be done; 
but when everyone else leaves it up to my judgement, I assumed that 
responsibility, and I did what I thought was fair.
