And why were they not walking past the hikers?  This is a huge problem in 
Santa Cruz and Santa Clara Counties.  Hope this was just a joking reference.  

Regarding the mileage, I am pretty sure that mileage cannot be changed unless 
the trial had to be changed when an emergency forced the trial change.  
Otherwise it can be done by the P&G committee or the board.
