Each and every Forest Service District has a recreation staff person.  Go
directly to that person when thinking about putting on an endurance ride.
Communication is the key and these people all respond to personal interest
and input.

Regulations are printed, but with that personal visit with your Forest
Service representative you have an "in"..... take the time and visit with
that person, ask them what  is expected of you and this will save you more
time and effort than all the advise from "us" ride managers that deal with
such requirements daily.
