Actually, I attempted (and finished in the middle) of the Tevis, and it
WAS my first l00 miler.  This was, however, after conditioning for it
for three years,(doing many slow and middle 50 milers) and because there
were NO other hundreds in the region close enough for me to practice on. 
I DON'T think  the high non-completion rate is because of too stringent
vetting--I think it is because we are in an area where there are many
riders(not all endurance) who feel the Tevis is a prestigious   ride to
do, and may attempt it without previous ENDURANCE  training .

It is also an international caliber ride, and that draws many riders who
want to say they have "done the Tevis" without perhaps the experience
that is needed to complete it.  And, no matter how well you're prepared,
there is always that piece of "luck"(good or bad) that enters into it. 
Ask any rider who has tried the trail and sometimes finished and
sometimes not--it is sometimes the deciding factor no matter how well
prepared you are!
