Since chondroitin/glucosamine and MSM aren't drugs there is no reason to 
worry about building up an "immunity" to their effects.  My understanding of 
these nutraceuticals is that they can and should be used at whatever strength 
you are getting any improvement.  They don't cure arthiritis nor give 
analgesic relief but help with lubricating the joint that is compromised.  If 
this mare is more functional and comfortable using these compounds I would 
continue using them and not worry one whit about creating an "addict".  As 
long as you can afford this "habit" for her I would continue.
