Scissor Snaps can break
Anyway, my point being, that scissors snaps aren't the safest snaps you can
use.   They open too easily and some can break too easily.

This is my feeling too.  I had a scissor snap break on me while riding a 
green horse on one of her first cross country rides.  Lucky for me that I 
also had draw reins on her, so I still had some control on both sides.  I've 
never trusted a scissor snap since.
