	You know it comes down to:  Water or Ice, Vaseline & water or Ice.:) 
When I was at the Tevis last year the big talk was Fly Spray of all things! 
	So if you have a feeling that it might not be legal, then don't use 
it 3-7 days before a ride.  The Tevis, sends you a list, maybe you can get 
one of theirs.  They have it more detailed out.  Basically, you really should 
not use or need to use anything for your horse going into a ride.
