I'd leave the choice up to the person you have doing the hobble training.  He 
may have a preference.  BTW--I wish everyone would train horses to hobbles 
and/or leg ropes.  Sure saves a lot of nasty problems later in life if you 
ride them into a hazard, or they roll into a fence, or get a leg over a rope, 
or whatever.
