Horse won't drink water

Hi. My horse drinks (creeks, ponds, puddles) everywhere but in a certain area 
we train. We will cross this same creek 10 times and she refuses. Does anyone 
know if using Vicks on her nose will get her to drink and not smell the iron 
in the water as I was told there was a lot of? Is using Vicks legal in a CTR?
