We used it when it first came out and we had problems of getting new bags from the feed store that were full of mold!  The shelf life was short even when we got it to our barn.

The only time my horse ever tied up was about a week after switching to Strategy.  Needless to say, it didn't work in our feeding program and we found something else.  Out of the Purina line, we liked the Horseman's Edge... I don't have a label in front of me, but I believe it comes as a sweetfeed or a pellet, 10% protein, 3.5% fat, added biotin, advertised to be fed along with pasture/good quality hay.

We are firm believers in giving our horses as much pasture or hay as they can possibly eat, and supplmenting them with grain.  If our grain rations get to more than 5lbs/horse/day, then that horse gets corn oil added for calories.

I can appreciate how hard it is to have a stable feeding pattern + supplements when you board out.  Is the owner willing to also offer another Purina selection if Strategy doen't work out for you?  Sometimes if it is in the same manufacturer's product line (or from the same feed store), it becomes easier to convince the barn manager to provide an alternate selection.  Will they consider letting you bring your own feed and a secure storage container?  That might be another solution.
