water bottles and HW

Just a comment on the recent posting

and many of the best heavyweight riders around the country 
aren't heavyweights without their water bottles filled and wet
saddle pads.

In FEI events - I thought your water bottles had to be 
empty.  But you are allowed to drink it...

I think this does not apply to our regular rides - but someone
can correct me if I am wrong on this.
