We had this problem, too.  We took an unbroke horse to a "trainer" who let the
horse pull back and break a nylon halter.  Once they break away, you have a
confirmed halter puller.  We bought a lead rope (called The Leader) that looks
like a bungee cord and stretches to about 9 feet.  Get one and tie your horse with
it.  It stretches and gives the horse nothing to pull back against.  This actually
has a calming effect on the horse.  We used this for our horse for about a year.
Used it every time we tied him to the trailer.  He has now quit pulling back.  It
really works.  We also used a yacht braid rope halter with no hardware.  It's
almost always the hardware that breaks.  This method accomplishes the same thing
as tying to an inner tube, it's just easier to hook up.
