beet pulp, fat?

I have just decided to start using beet pulp with my horses {former rice
bran user}, after an initial "what the @!#$@! is this?" they seem to really
dig it. But after reading over the nutrition tag on the bag of pellets, I
have a question...it has it's usual Protein, not less than 8%, etc...but
what threw me is that is also says Fat, not less than NONE. Now, I thought
beet pulp was a higher fat feed? It keeps the horses looking great - I'm
happy with it thus far, but just curious about this. I know "not less than
NONE can mean it has any amount, or none at all....but why would they write
the label this way?
