I'm not sure this is your horses problem but I have a mare that would back up
as soon as she was confronted with anything that she did not like. I changed
bit to no avail. I tried squeezing with my legs. Finally I tried a different
saddle and it stopped immediately. The mare was resistant because her back
bothered her and when the pressure was gone she became very responsive and
brave. I use a pad that is 3/16 of an inch thick made of Nuporon (not
neoprene) it is a compound that absorbs 85% of impact or concussion. It was
developed to protect the stump where it is attached to an artificial leg. If
you horse has a sensitive back this may help.

If it is not a back issue then take the horse back to the round pen and teach
him to move away from you and not to turn his back to you. This can be
accomplished by keeping your eyes on his rump as you drive him forward. you
want him to turn his head toward you when he stops. if he turns away from you
to switch directions, he is still not submitting but telling you that you are
below him in the pecking order. His back up as you drive him forward can be an
extension of his perception of his dominance.
