I would fear the low heals far more than paddling, but take your farrier along
for an opinion, as most times you can correct low heels over time.

As to paddling--that is when the horse swings his front legs in arcs out to
the side with every step.  Looks kinda like he is swimming, if it is extreme.
I don't worry much about mild cases.
