Hunter's Bump -- just what is it?

This is something I've noticed on the croups of many endurance horses. 
Looks strange.   Doesn't seem to hold them back, but could one or more of
Ridecamp's wonderful resource people explain?   My good ol' Billy had
half-a-bump at one point -- now that he's retired his top line is smooth.
  There's just about nothing in the books I have that talks about it.
