I think the point is things change. When the article was written and
sent for publication (before Oct, 1997) the information *was* accurate.
It's just that NATRC changed the rules very very recently. Like in the
last 8 weeks. A bit confusing, but on a timeline it makes sense. And
good for NATRC!
