WD-40 works great for me. Spray on let set for about ten or fifteen 
minutes then wipe off with a rag or paper towel. Sometimes I'll use a 
dry shampoo after using the WD-40. WD-40 also works great on tails and 
manes, especially during cuckle-burr season.
You also might try spraying the horse's rump in the number area with fly 
spray BFORE the paint stick is applied. Then wipe off with WD-40 after 
the ride.
