The 3-M company makes a tape like that. It's called conspicuity
striping, also known as 980 film. You can call the 3-M commercial
graphics department for a location near where you live where it is sold.
Their number is 1-800-328-3908.

You may also want to try truck stops...Pilot has TONS of truck accessories
and just may have the tape you are talking about.
