I work with quite a few horses that have this conformation. If the reason for
the shoulder being higher is a restriction in the soft tissue, then any
number of tissue release modalities will help it.
If the horse has had an injury to the foot, or lower leg that predisposes it
to unweighting that leg the fascial "bag" that contains the leg will become
shorter. If there is a restriction in the neck this could cause a shoulder to
rise. You can easily experience this on yourself. Just tighten your neck on
one side while your arms hang.
I suggest you find a DVM with some chiropractic or soft tissue release
training to look at the horse.
