I don't know how other states handle it, but in California the drug fee
goes to the responsible state office (someplace in the Dept. of Agriculture).
When I run the club horse show, we have to collect $3.00 per horse and send
it in with a report form w/in 15 days after the event. We've never had a
state inspector "drop by" nor had any question arise that required a test
(at least, not in the last 3 years).

Cynical me has always assumed the money mostly goes to pay the bureaucrats'
salaries for processing the paperwork. The actual inspectors probably keep
busy enough at the race tracks and big, AHSA A-circuit shows.
