Jessica,

I would only recommend the blood test, if antibodies were found then
possibly another blood test to make sure the first one was true. I agree
with the fact that a spinal tap is too evasive to even consider it during a
pre-purchase exam and futhermore the blood test coming up positve twice
would be enough for me to decide not to buy the horse.
