This might sound odd but it has worked for me. A friend passed this tip on
to me several years ago.

I live in Florida & a lot of the horses here get itchy. Some don't itch at
all (go figure).
After I put a fly mask on my horse he stopped the mane and tail rubbing. He
went from having a totally rubbed out mane and tail back to normal. I'm not
sure about the theory behind this but it has something to do with the gnats
that pester the horses one hour before and after sun rise and sun set. The
gnats irritate the eyes and set up some sort of allergic reaction that=
causes
irritation in the skin that causes rubbing. Or something like that. I'm=
not
positive.

When I was told about this, I figured that it wouldn't hurt to try. I mean
the worst that could happen is that I would be out $10 to $12 for a fly mask
and the insects wouldn't bother my horse's eyes. I leave it on him all day
and take it off when I ride him. He only wears it durring the warm months
when the gnats are bad (in FL that means about March through September).

It also works for mares & you don't have to clean their sheaths ;-)
