Depends on the horse but generally I always use a crupper because of the
hills that we use for training here in N Georgia/SE Tennessee. Ben Amil
will not trot freely even on the flat without a crupper because the
saddle slips forward and restricts shoulder motion. So, he always uses
one. He also needs a breastcollar to prevent the saddle sliding
backwards if we are doing a lot of hill climbing. My new horse is just
now learning to go with a crupper. It doesn't seem that a breastcollar
will be a necessary thing with him, though.

I heard of one well-known rider who was told at the last vet check of a
ride that his horse was getting a girth gall. So he took the girth off
and just kept the saddle in place using the breastcollar and crupper.
They finished the ride and also avoided getting a full-blown galling...
