Yes I think so. Also, many horses will react badly to the mineral oil
that is the major ingredient of S-O-S. I've never had problems with
Citronella oil but I also wouldn't use a whole oz in a 1 qt mix. Just
a tsp or maybe a Tbs is sufficient IMHO.

I've always wondered if the Skin So Soft and Citronella oil attract more dirt
to the coat?

What are your experiences with the "oily" solutions?
