A couple of comments:

The in-timer and out-timer may be the same person, especially at smaller
rides.

Many rides rope off an area for P&R, with a single entrance, and
position a timer by the entrance. Rather than people hollering for a
P&R check, they lead their horse in through the gate -- the moment the
horse passes through the gate is their time. The P&R taker checks the
pulse, and if it is down gets the time from the timer to write on the
vet card. If the horse is not down, it is sent back out and the timer
is notified to scratch out the time.

This method has many advantages -- there is only one watch, so times are
sure to be consistent; no rider can claim that he called for time and no
one responded, or that someone else was taken ahead of him; it promotes
a smooth flow of horses through the P&R area; and it can handle a large
number of horses with few volunteers.
