Upon reading the bill it would appear that we would be required to wear
protective headgear AT ANY TIME we were participating in any equine activity
on public property. They include trailering, spectating, leading, etc. So
mounted or unmounted.

I can just see it now. All the spectators at a show or clinic sitting in the
grandstands with their helmets on, and an even better visual is the cowboys
branding and roping their cattle with their little white Lexington schooling
helmuts on. (I know they make western ones but it was funny right?!)
