Abused Horse

There is a horse that a friend of mine in INdiana is having trouble with and
I need some advice on what to do. this animal is a thorobred and is kept in
a small yard with no grass or hay. His eyes are sucken, he's got a huge gash
on his leg. Every bone is prominent. The county (Posey) humane society has
been called and the officer is related to the horses owner so nothing was
done. The next county's human society was called (Vandenburgh) and thye
came out and said he looked like a thorobred to them and didnt do anything.
My friend has spoken with the owner who doesn't seem concerned about the
condition of this horse and says that he feeds it regularly. What else
could be done to help this animal besides calling humane society? Is there
another official who has jurisdiction? Any advice or help would be
appreciated. IN the mean time, my friend is feeding it hay every couple of
days. We would be willing to take the horse if the owner would give it up.
Do you offer money? or what? Thanks.
