You might want to check your math. If there were 67 responses, did some
have 2 votes? How did there come to be 53 of one and 21 of the other?

then: 53/74=.716 =72%
and 21/74=.283 =28%

Logically, 21 is 21% of 100, so it can hardly be 21% of 74!

I have often suspected that someone involved in government electoral
process couldn't do math, this may be part of the problem!
