There seems to be some confusion and lack of definition on what constitutes
a drug. I have found the following definition to be in place in Australia
not only in Endurance Riding but other horse (animal) competition. This may
be of interest.

'"Drug" means any substance capable of affecting the performance or
behaviour of a horse by its action upon the central or peripheral nervous
system, the cardiovascular system, the respiratory system, the alimentary
digestive system, the musculo-skeletal system or the uro-genital system, and
shall include analgesics, anti-histamines, anti-inflammatory agents, blood
coagulants, diuretics, hormones and their synthetic counterparts, cortico
steroids, anabolic steroids, local anaesthetics, muscle relaxants and
tranquillisers, and vitamins administered by injections.

It is the responsibility of a rider to present their horse at an Endurance
Ride free of drugs which will alter the performance of that horse.'

Horses known or found to be de-nerved will be prohibited from entering an
Endurance Ride for life.
The above rules are fairly clear, and seem to be working here.
