Bloodline Vet Supply has the ice boots that you soak in water (crystals).
Last time I got some they were $24.99 for two, blue only. I'm sorry I don't
have one of their catalogues handy, but I'm sure you can get the # thru 800
information.

Oh, about using the boots - I put them in a bucket or ice chest filled with
cold water/ice the night before the ride. They swell up really good, and I
have had them still cold a week after a ride! The reason I like these is
that you can use them without ice. When I use the ice chest what I do is
put in a couple of two liter soda bottles filled with water and frozen (big
ice cubes!), and add enough water to cover the boots. This keeps them
amazingly cold, and when I use them at a ride I put them on the horse for 20
minutes at a time, then back to the ice chest. Plus, when the ice in the
water bottles melts, it is wonderful to use to pour on the horses neck
during and after the ride (when it's warm, of course).
