Moving South

An acquaintance of mine would like to move to more temperate weather than
Washington, D.C. She is a trail rider and would like access to about 20
miles of trails and still be close to "culture" i.e. the ballet and theater.
She feels that the National Forest between Winston-Salem and Charlotte might
be an answer. Mt. Gilead is near the Forest as well. She couldn't remember
how to spell the name but said it seemed like Wharrie. Does anyone know the
area and can you tell me anything about the climate there? She's willing to
move further south into South Carolina and even Georgia if all the
requirements are met. Thanks for the help.
