adjustment of hips

Perhaps someone can help me as I am a bit confused. My horse has had
problem with his hips being out and have in the past taken him to
chiropracters to be adjusted for this problem. Yesterday I called a
chiropracter who was recommended to me and when I mentioned my horse's hips
being out, she said there is "no valid adjustment for hips that are out."
She went on to say hips are out due to muscle imbalances. The questions
being ..1. If hips can't be adjusted then what was being done to my horse
when I took him to the chiropacter. I noticed mentioned on the list that
adjustment was indicated for hips that were out ,and 2. what is muscle
imbalance and how can it be corrected? I'd appreciate any help here, Jim
