I agree about what has been said about bits and riders, but I have had two
horses (one now and one as a little kid) who, no matter how well you ride,
cannot be controlled in anything but a mechanical hackamore. Type of bit
CAN make a difference, but I have found it has much more to do with what
the horse LIKES rather than the severity! (Assuming you have a rider with
good hands)
Also, instead of going to a more severe bit, try using a GERMAN martingale.
No one is probably worse at trying to run at the beginning that my
stallion, and I ride him in a plain jointed egg-butt, but never (at the
start of the ride) without the martingale!!
