[endurance] junior riders

Could someone (one of you ride managers out there) please clarify this for
me. I'm interested in helping a young rider begin endurance rides and am
not quite sure if she is considered a junior rider or not. She will be 16
years old on April 26. One of my ride applications says:

"Riders under 16 years of age without exception will not be allowed to start
or continue ... without his/her sponsor."

Another one says:

"Riders under 16 years of age on Dec. lst in the year of competition must be
accompanied by an adult ..."

The AERC rule book says:

"A junior rider is a rider who is under the age of 16 as of the first day of
the ride season in which the ride is held."

What does this mean? What is the first day of the ride season in the West?

So, if she is 16 sometime during 1996 before December 1, is she considered a
junior rider or not? Or, is she no longer considered a junior rider the
minute she turns 16?

Thanks for your help.
