He is just nervious and/or excited. I had this problem with my mare. It
always took longer for her to come down at the first check than any other
because she would not relax. The solution I found was to "whisper sweet
nothings in her ear". Not really, but I starting to rub her head between
her ears, scratch her ears to get her relaxed. Then when her pulse is
being taken I rum her on the wither and talk softly to her. This seeme to
work with her fairly well.
