Thanks to all who answered my question about preventing/removing snowballs
in hooves. The following is a summary of the responses that I got:

Short term: Apply a lubricant (vasaline, pam, etc) to prevent buildup
and to make removal easier.
Use a hammer (both as a mallet and as a pick) to remove
packed snow and ice.
Use EasyBoots

Long Term: Put on special pads and/or shoes that prevent the buildup.

Thanks to all who responded, there were a lot of you! Most helpful for my
situation was the advice to use the claw end of the hammer to break up the
snoball (thanks Lucie!). Fortunately, the daytime temps are rising into the
30's (you call that a High?...), and that seems to be enough to keep the
snoballs from forming!
