I haven't heard of it being particularly common to halter horses but it
would make sense if they have been bred with incorrect angles at the hip
and stifle to get a flatter appearing croup.

To answer your other question though, I'd certainly have a vet look and
try to determine if the horse had the surgery during a prepurchase exam.
I've also heard that after the surgery many horses are just fine and can
successfully be used in endurance events.
