Just to set the record straigt, the weight total is rider plus tack, so the
weight can be on either. Vests are fine.
Their are more specific rules regarding the bridle/bit weighing, but if you
meet minimum without headgear, you will be fine.

Your other suggestions are great. Every rider that needs to add weight does
so differently. Talk to as many who have done so and then try it on your
training rides. I have seen too many use a 50 as their first time riding at
weight.

While I can tell you the rules, I am not the best source for info on my
experience personally riding with added weight. You see, I make weight
riding bareback in shorts.
