Have yet to see something a horse can impact and not get hurt. 
I have no idea whether this product performs as advertised but I do know that
there isn't one, single piece of equipment that we use with our horses that
could not POSSIBLY be at the root of a devastating if not fatal accident.  If
the object of the game were to design something that was both idiot rider proof
and completely incapable of causing harm to a horse, we wouldn't have anything
at all.
