I will probably take a lot of heat for my opinion but I don't see the problem with "dust" or "sticks" in the shredded beet pulp.  If you have horses out in big pastures like I do they get into all sorts of stuff.  They can sort out what they don't want.  Those of you who have carefully mashed 3 little bute tablets into a powder and mixed it with 5 lbs of sweet feed and come back to a feed pan empty of the tinest morsal of grain with a neat little pile of white powder in the center know what I mean.  There are thistles, burrs, trees and all sorts of grassy stuff in a big pasture.  And some of the hay bales have foreign stuff in it, bird wings, magazines, and all sorts of stuff, especially if it was a row near the road that was baled. 
 
I also don't necessarily feel the need to soak beet pulp.  It is a fine forage without soaking.  When I do put water in it, for the old horses that need a mash, I just leave it for about 5 minutes and it is fine.
