OK, then I *really* don't understand the rationale behind the "one shot at a 
pulse" deal.  Seems that all it does is promote gamesmanship.

Actually, the pulse box system prevents this abuse.  You just require the 
horse with an elevated pulse to exit, go around and start at the back of the 
line again.
