I would have to agree with the poster who suggested a trainer for the spooky horse who has to live in more confinement. Generally some groundwork with the intent of establishing a closer relationship with the horse helps, so they can depend on you to make the decisions rather than feeling they have to be responsible for vanquishing every "trail fairy" along the way (I love that expression).
