    I don't understand why this program isn't managed through sterilization or birth control instead of what is being done now. The cost would have to be less. I know there are many wonderful stories of Mustangs that have been adopted but all the successful stories that I know of personally were with horses under 1 year old. The majority of stories are a disaster; people wanting a cheap horse for their kids, people wanting cheap horses even though they don't have a clue how to handle a horse period, people wanting cheap horses with very inadequate facilities. I have had horses my entire life and would pale at adopting an adult horse off the range. Who do I write to try to get the current program changed?
