    They are called snow pads :-).   Castle make them in Mass (along with other
    manufacturers).  Also known as rim pads, but true snow pads have a rubber
    tube built in to remain flexible.
    
    There are also full pads with a special center to flex and keep ice/snow
    from building up, but these have a tendancy to break on horses with deep
    hooves.
    
    We get a lot of snow up here in the frozen north.

    I tried that once--it was the worst!!  The ice stuck to the bottom of the
    hoof, balled up faster and was more difficult to remove.  Don't use WD40 for
    this, it does not work.
    
    I have friends who use those rubber half pad things put on the hoof  when
    the horse is shod, sorta like a pad, but made just for keeping snow out the
    hoof.  They really like them and feel they work well.  Can't remember the
    name of the pads though.
